Deputy Prince of the Makkah Al-Mukarramah Region: “Hajj without a permit” and the regulations will be strictly implemented

His Royal Highness Prince Saud bin Mishal bin Abdulaziz, Deputy Governor of the Makkah Al-Mukarramah Region and Deputy Chairman of the Central Hajj Committee, confirmed that there is no Hajj without obtaining a permit and that regulations will be strictly implemented against any violator of the instructions.
This came when he launched, on behalf of His Royal Highness Prince Khalid bin Faisal bin Abdulaziz, Advisor to the Custodian of the Two Holy Mosques, Governor of the Makkah Region and Chairman of the Central Hajj Committee at the emirate’s headquarters in Jeddah, the campaign “Hajj is Worship and Civilized Behavior” in its sixteenth season, under the slogan “Hajj without a permit.” In the presence of a number of Their Highnesses the princes, their excellencies, and officials of the concerned authorities.
During the press conference to launch the campaign, His Highness expressed his thanks and gratitude to the Custodian of the Two Holy Mosques and His Highness the Crown Prince and Prime Minister - may God protect them - for the care and attention they provide to the service and safety of the guests of God and for their constant directives to harness all the capabilities that help them perform their rituals with ease, security and tranquility, and to His Highness the Minister The Ministry of Interior, Chairman of the Supreme Hajj Committee, for his approval of the plans and his follow-up of the efforts related to this great Islamic ritual, and His Highness the Advisor to the Custodian of the Two Holy Mosques, Emir of the Makkah Al-Mukarramah Region, Chairman of the Central Hajj Committee, for his directives and follow-up of the work of the Executive and Central Hajj Committees, through which he works throughout the year in cooperation with the relevant authorities for early preparation. For the season, consolidating the gains and developing mechanisms to address and avoid the observations.
He pointed out that the launch of the campaign “Hajj is an act of worship and civilized behavior” under the slogan “Hajj without a permit” in its sixteenth season confirms what it has achieved over the past years in preventing violators of the regulations who attempt to perform the ritual without a permit. It also contributed to reducing violating behavior and revealing campaigns. All of this had an impact in reducing the number of irregular pilgrims, and helped the relevant authorities to improve the services provided to the guests of God, and provided them with a climate of faith to perform the fifth pillar of Islam in comfort and tranquility.
Prince Saud bin Mishal called on all sectors working in Hajj to raise the level of coordination and degree of readiness to receive and serve the guests of the Most Merciful, in anticipation of the reward from the Almighty God, and to implement the directives and aspirations of the leadership. He also reiterated the necessity of implementing regulations and not being lenient with violators in order to achieve a safe and distinguished Hajj, God willing.
Regarding how to deal with those who violate Hajj regulations, His Highness stressed that the regulations and instructions will be strictly applied to violators, and there will be no “Hajj without a permit,” in implementation of the directives of the wise leadership.
Regarding the issuance of statements and legal fatwas declaring the permissibility of performing the Hajj without obtaining a permit, His Highness praised the statement of the Council of Senior Scholars in the Kingdom for its confirmation of the inadmissibility of performing the Hajj without a permit, indicating that this fatwa took into account the sanctity of the place and the sanctity of the ritual, and came in order to enable Muslims to Performing the fifth pillar of Islam in security, tranquility and ease, and at the same time enabling state sectors to improve the services provided to them, especially since the entry of violators into the holy sites negatively affects and creates an imbalance in the system of services provided to regular pilgrims, and from this standpoint it is necessary to obey the ruler and avoid committing violations. Which may result in harm to others in any way.
For his part, His Excellency the Director of Public Security, Lieutenant General Muhammad Al-Bassami, confirmed the readiness of the Hajj Security Forces in all sectors for the Hajj season 1445 AH to confront everything that affects the breach of security or order and prevent all actions affecting the security and safety of the guests of God, indicating at the same time that violators will be arrested and penalties will be applied. Regularly scheduled in accordance with what is stipulated in the regulations and laws, stressing the importance of concerted efforts to complete all field arrangements and raise the level of readiness and preparation to implement plans at a level that is consistent with the capabilities provided by the Kingdom to serve the guests of God.
He said: The security men began their duties to control the entrances to Mecca on the fifteenth of Shawwal, and there will be full focus on violators, and we will not allow crossing the meeqat without a Hajj permit.
He pointed out coordination with the Ministry of Hajj and Umrah to provide a special identification card for pilgrims, and field plans have been developed to survey all shelters and housing in Mecca to remove those who violate Hajj regulations.
