Allah has honored this country and its people with the service of the guests of Allah only, as visiting the holy sites and performing the duty of Hajj and Umrah rituals is the aspiration of every Muslim. The wise leadership - may Allah support them - has demonstrated its utmost care in serving the guests of Allah, including pilgrims, Umrah performers, and visitors, in the best possible way.

To enhance the role of the Kingdom of Saudi Arabia, both leadership and people, in serving the guests of Allah and providing the opportunity for the largest number of them to perform Umrah rituals and engage in this unique spiritual experience, the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, launched the Guests of Allah Service Program as one of the initiatives to achieve Saudi Vision 2030 on Wednesday, the 24th of Ramadan, 1440 Hijri.

The role of the program is to provide the opportunity for the largest possible number of Muslims to perform rituals and visit in the best possible manner, and to work on enriching and deepening their experience by enhancing the quality of services provided, preparing the Two Holy Mosques, achieving the global message of Islam, developing Islamic and cultural historical sites, and providing the best services for them before, during, and after their visit to Mecca, Medina, and the sacred sites. This reflects the honorable and civilized image of the Kingdom in serving the Two Holy Mosques and the guests of Allah.

The Custodian of the Two Holy Mosques and His Highness the Crown Prince are keen to provide the best services to the guests of God. Therefore, the Guests of the Most Merciful Program was established within the Kingdom’s Vision 2030. The program aims to facilitate access to the Two Holy Mosques and enrich the experience for all Muslims from all over the world.

Therefore, we worked in the program to follow the journey of the pilgrim and visitor to the Mosque of Mecca and the Prophet’s Mosque from the beginning of the idea of ​​travel until his return to develop and improve it. The program works to facilitate visa issuance procedures, work to increase flights, develop services at airports and ports of entry, as well as develop the transportation process to reach the Two Holy Mosques and develop services in the Two Holy Mosques. The program also works in cooperation with all government sectors to develop historical areas and various exhibitions so that the memory of the visit is rich and unforgettable and the visitor has a comprehensive idea about the history of Islam and the biography of the Messenger, may God bless him and grant him peace. The role of the program is to conduct studies, set targets, and follow up on their implementation with all government sectors.

This has resulted in an increase in the number of pilgrims and the development of their experience. The program will continue to develop to achieve the goals of the Kingdom’s Vision 2030.

Saudi Vision 2030 raises the service of the Guest of God to advanced levels, by working within a strategic direction whose essence is the collective work of a system that works in one spirit and a high sense of religious and national responsibility, among all workers in all government sectors, and partners in the private and non-profit sectors, and we work with our partners in the program. With an ambitious collective spirit, feeling the honesty, responsibility and honor of the mission, before God Almighty, then wise leadership offered what was precious and precious for the sake of the Most Merciful Guest.

It is a great honor for the program and its work team to officially launch the program’s work, My Lord the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz - may God protect and preserve him - at the Holy House of God on one night during the blessed month of Ramadan, in the presence of His Royal Highness Prince Mohammed bin Salman. The Crown Prince, Prime Minister - may God protect him - is an honor that pushes us to greater dedication and a sense of responsibility to provide work worthy of the present and history of serving the Two Holy Mosques and their visitors during the prosperous Saudi era, and an affirmation of the authentic and historical role of the Kingdom’s leadership and people in serving the Hajj and Umrah pilgrims.

The diligent attention and daily follow-up of His Excellency the Chairman of the Program Committee, Dr. Tawfiq bin Fawzan Al-Rabiah, enabled us to redouble our efforts and invest all our human and material capabilities, and even to go further by adopting government leadership, investing in modern technologies, and expanding the circle of partnerships to work within a participatory approach, aimed at First and last, to move the Guest of God service to new stages that keep pace with the aspirations of the wise leadership, and to move at an accelerated pace towards a transformative experience in the system that achieves the goals of Saudi Vision 2030.

The program aims to empower more Muslims to come to the Kingdom of Saudi Arabia to perform Umrah and facilitate their entry procedures into the Kingdom, as well as facilitate the ways and options for Umrah performance for various categories of guests of the Most Merciful. This comes as a reinforcement and affirmation of the great role that the Kingdom has long cherished in welcoming and serving the guests of the Sacred House from all corners of the earth. The scope of the first strategic goal revolves around increasing the number of visitors from abroad to perform Umrah and visit the Prophet's Mosque, including facilitating visa procedures, in addition to enhancing the necessary accommodation capacity to receive 30 million by the year 2030. And 15 million in the year 2025, with an increase of 77% compared to the Umrah performers in 2019, who numbered 8.5 million Umrah performers. Taking into consideration ensuring the security and safety of the guests of the Most Merciful alongside the targeted increase in their numbers.

The program aims to create a rich spiritual experience for guests of the Most Merciful in all their categories, affirming the Kingdom's rich Islamic history as the birthplace of revelation, which Muslims from around the world aspire to visit and learn about. This makes this goal one of the most important axes that the program works on. The scope of the strategic goal revolves around facilitating visits to historical and cultural sites in the regions of Mecca and Medina. The program aims to rehabilitate, develop, and improve historical and cultural sites, such as sites of battles, mosques, and historical artifacts. It also aims to introduce guests of the Most Merciful to the local heritage of Mecca and Medina, as well as to encourage them to expand their journey and explore the Kingdom.
