The Guests of the Most Gracious Service Program is one of the programs of the Kingdom of Saudi Arabia’s Vision 2030, which seeks to bring about a qualitative shift in the experience of Hajj, Umrah, and visiting, and make it available to the largest possible number of Muslims by increasing the capacity of the system of services provided to the Guests of the Most Gracious, improving it, enriching the religious journey, the cultural experience, and reflecting the bright image. And the civilization of the Kingdom in the service of the Two Holy Mosques. The program works with success partners to develop and improve the economics of the system and provide opportunities and capabilities for the private sector. The program is affiliated with the Council of Economic and Development Affairs and was announced and launched by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and in the presence of the Crown Prince, His Royal Highness Prince Mohammed bin Salman bin Abdulaziz - may God protect them - at Al-Safa Palace in Mecca during the last ten days of the month of Ramadan 1440 AH. , corresponding to May 2018 AD.

The program seeks to achieve a transformative spiritual experience in the system of serving the guests of God through the following objectives:

1.Facilitating hosting more pilgrims and facilitating access to the Two Holy Mosques
2.Providing high-quality services to pilgrims and Umrah performers
3.Enriching the religious and cultural experience of pilgrims and Umrah performers

  • Launching the electronic visa for pilgrims and Umrah pilgrims, which contributed to reducing the time for obtaining a visa from 14 days to 5 minutes.
  • Restructuring the companies of the leaders of the sects to transform from individual institutions to companies, as the system enhances the application of the principle of institutional transformation, which is a positive trend towards effectiveness in work and raising the efficiency of performance, through governance, institutional efficiency, and organizational capacity.
  • Launching “Kadana Development and Development Company”; It will be the arm specialized in developing and developing the Holy Sites and their protection in the Holy City of Mecca, and raising the capacity of the Sites to provide the opportunity for the largest possible number of Muslims to perform the Hajj to the fullest extent, and preparing the Holy Sites and protecting them and making optimal use of them throughout the year, and making them a sustainable urban center, and raising operating efficiency in all seasons. Hajj, with the development and management of services and maintenance of facilities throughout the year with high quality, the implementation and development of infrastructure and public places, ensuring their full readiness by working with the relevant authorities, unifying the scope of work in Al-Mashaer and applying the highest quality standards for the safety of pilgrims and improving the services provided.
  • The launch of the Holy Sites Readiness Project is a monitoring project to monitor the readiness of public facilities in the Holy Sites, which contributes to raising and improving the infrastructure of the Holy Sites, and by setting readiness standards through which the infrastructure of the Holy Sites is monitored and evaluated, including facilities, roads, towers, and residential tents, in a way that contributes to receiving numbers. Increasing the number of guests of God and ensuring the safety and security of readiness in the holy sites.
  • Launching the “Mecca Road Initiative” to facilitate the entry procedures for the guests of God through the Kingdom’s ports, where the pilgrims who benefit from it go immediately after they leave the planes to the buses that are waiting for them to take them to the residential homes and collect their luggage there without waiting at the arrival ports. It was implemented with 5 countries and 225 people benefited from it. One thousand pilgrims completed their procedures in just 15 minutes to complete the procedures for pilgrims and Umrah pilgrims before their arrival to the Kingdom.
  • Establishing the dispatch center and the follow-up and control room, as it is a unified and integrated center for planning, implementation, control, and improving the dispatch operations, and better preparedness for all concerned parties, which contributed to the speed of decision-making in the operations room of public security, raising the level of security and safety in the holy sites, and increasing the satisfaction of pilgrims and field workers. In the stages of consolidation, and reducing the costs that may result from any stampede in the holy sites.
  • Extending the period of the Umrah season for pilgrims abroad, taking into account that the guests of God come from all depths and their hearts are filled with longing for the Holy House of God during the year. This came by allowing the entry of Umrah pilgrims into the Kingdom of Saudi Arabia until the end of the month of Shawwal and allowing the issuance of Umrah visas, as the number of Umrah pilgrims increased from 7.76 million Umrah pilgrims in 2018 AD to 8.5 million Umrah pilgrims in 2019 AD.
  • Hajj Without Bag initiative, initiative contributed to reducing the time period of the process of receiving pilgrims, as the pilgrims’ luggage was transported from the airport to their residences, without the pilgrims waiting for it at the port, which required the pilgrims effort and time to sort and transport the luggage in the airport area and upon arrival at the headquarters. Accommodation: About 600,000 bags were transported for the 1440 AH Hajj season for 500,000 pilgrims, as a result of which the length of the pilgrim’s stay at the airport was reduced by 51%, saving more than 400,000 hours of effort.
  • The Haramain Train is serving the guests of God. The Haramain Train is one of the newest and best means of transportation between Mecca and Medina. Thanks to God Almighty, the number of pilgrims and Umrah pilgrims who have benefited from train transportation services in both directions has increased. (50 thousand pilgrims of various nationalities were transported during the Hajj season of 1440 AH, 1,897 trips were made by the train to transport pilgrims during the Hajj season of 1440 AH, 417 seats capacity of the train per trip).
  • The launch of the robot doctor (Robo Doctor), a new technology that uses an automated robot to facilitate medical consultations between doctors in hospitals and health centers during the Hajj season 1440 AH. The coverage included Mina and mobile convoys, and the e-health team worked around the clock to provide and follow up on the development and operation of these systems and possible electronic services.
  • Establishing the Hajj ritual for the year 1441 AH in light of the Corona pandemic: The Kingdom of Saudi Arabia has intensified its efforts to perform the Hajj ritual for the year 1441 AH in light of the spread of the Corona pandemic, and has developed a plan for an exceptional Hajj season with very limited numbers from within the Kingdom, in accordance with several health and regulatory standards, including examining all participants in the performance. The Hajj ritual for this year, providing all preventive and precautionary measures, ensuring physical distancing and subjecting participants to home isolation before the start of the Hajj rituals and after their completion, and providing the necessary health services during the days of Hajj, and the percentage of non-Saudis residing within the Kingdom represented 70% of the total pilgrims, and amounted to The percentage of Saudis is 30%, and they are limited to health practitioners and security personnel who have recovered from the Corona virus. Among the procedures followed during the Hajj season 1441 AH:
  1. Distributing pilgrims among tents so that their number does not exceed 10 pilgrims for every 50 square meters of tent area.
  2. Equipping the holy sites with health quarantines in the event that one of the pilgrims is infected with the Corona virus.
  3. Reducing bus capacity to 50% to ensure precautionary measures are met.
  4. Requiring selected pilgrims to wear electronic bracelets.
  5. Allocating 6 hospitals, 51 medical clinics, 200 ambulances, 62 field teams and 8,000 human staff.
  6. Increasing hospital beds in Makkah Al-Mukarramah.
  • Launching the “Umrah” application after allowing the gradual return of performing Umrah following its suspension due to the Corona pandemic: The Kingdom of Saudi Arabia took early precautionary steps to preserve human safety, which included suspending air traffic to and from the Kingdom, suspending the performance of Umrah and visiting rituals, and suspending presence and prayer in the squares of the Two Holy Mosques, and with At the beginning of the month of Safar 1442 AH, a generous approval was issued to allow performing Umrah and visiting gradually from inside the Kingdom, starting from 17 Safar 1442 AH, while taking the necessary health precautions and making the “Umrah” application available starting from 10 Safar 1442 AH for those wishing to perform Umrah.
  • Signing the contract for the Bus Rapid Transit (BRT) project in Medina, which consists of two main routes with a total length of 52 km, including 33 stops, and a capacity of up to 1,800 passengers per hour.
