Initiatives supporting all stages of the pilgrims’ journey, to include health, security and technical initiatives, and everything that contributes to creating an unforgettable spiritual experience.
The initiative aims to organize and empower volunteer work, and unify the efforts of entities that provide services to pilgrims and visitors. The initiative will be executed by studying packages of facilitations for volunteers of the pilgrims and visitors, launching packages of facilities for them, conducting specialized and directed campaigns to attract professional volunteers to serve pilgrims, issuing licenses for volunteer work, and establishing the Haramain Volunteer Center for serving the pilgrims and visitors.
The initiative aims to build and develop human capacities within non-profit organizations in the field of serving pilgrims and visitors by establishing optimal job standards and qualifying personnel accordingly.
In addition to elevating efficiency of the institutional and knowledge system, the initiative's work will be implemented through:
1- Establishing job standards for personnel in the field of pilgrim service and qualifying such workers based on them.
2- Establishing incubators and accelerators for the non-profit sector
3- Launching an excellence award for the non-profit sector
4- Developing a work methodology that strengthens the institutional structure of non-profit organizations
5- Establishing a center to monitor the non-profit sector
6- Establishing an innovation lab for the non-profit sector
7- Holding an annual conference for the non-profit sector and establishing an entity to coordinate efforts in enhancing coordination and integration in program implementation and achieving goal.
The initiative aims to build a detailed database of endowment entities dedicated to serving the guests of the Merciful by inventorying designated endowments for this purpose and constructing a database for these endowments. Through this initiative, financial and operational expenses borne by the state to support the Hajj and Umrah sector will be reduced. Additionally, an investment-oriented endowment fund will be established to pool suspended funds. The initiative will be implemented by inventorying endowments allocated to serving the pilgrims and visitors in the Two Holy Mosques, building a special database for the endowments of the Two Holy Mosques, and launching a crowdfunding platform to finance projects and initiatives in the Hajj and Umrah sector.
The initiative aims to develop and market possible investment opportunities in the Hajj and Umrah sectors, directly tied to the visitor’s (Hajj or Umrah pilgrim) journey, thereby contributing to enhancing the contribution of the local and international private sectors and strengthening the partnership between the public and private sectors to improve the visitor experience. The initiative will be implemented through the launching investment packages in the sectors operating within Hajj or Umrah.
The initiative aims to launch a national guide for statistics, data and information related to the pilgrim service sector. It will also establish a platform dedicated to compiling and cataloging sector-related data and information, which will support government decision-makers, private sector entities—including investment and operational companies—and any other stakeholders involved in the pilgrim service sector across all related sub-sectors, whether concerning visitors' paths or pilgrims' journeys. The initiative’s work will be implemented through the National Statistical Guide for the pilgrim service sector and building an information and statistics platform for it.
The initiative aims to provide a range of diverse training courses via an electronic training platform targeting all workers in the pilgrim service field. It seeks to enrich the cognitive and behavioral aspects of workers in Hajj and Umrah and develop their skills, which will positively reflect the professionalism of services and pilgrims’ satisfaction with the treatment they receive.
The initiative aims to analyze the current situation, identify, classify, and evaluate existing training and rehabilitation programs. It will assess their implementation, identify target and priority groups, determine their needs across all tracks within the Pilgrims Experience Program, specify required competencies, organize skill levels, and develop suitable training packages for each level. The initiative also aims to identify training gaps, qualifications, licensing requirements, and designate a single entity responsible for managing each track.
The initiative aims to operate a licensing center for the pilgrim service sector. The initiative's work will be implemented through the operation of the licensing center for the pilgrims’ service sector, licensing workers in the pilgrims’ service sector, and licensing training bodies working in the pilgrims service sector.
