The initiative aims to build and develop human capacities within non-profit organizations in the field of serving pilgrims and visitors by establishing optimal job standards and qualifying personnel accordingly.

In addition to elevating efficiency of the institutional and knowledge system, the initiative's work will be implemented through:

1- Establishing job standards for personnel in the field of pilgrim service and qualifying such workers based on them.

2- Establishing incubators and accelerators for the non-profit sector

3- Launching an excellence award for the non-profit sector

4- Developing a work methodology that strengthens the institutional structure of non-profit organizations

5- Establishing a center to monitor the non-profit sector

6- Establishing an innovation lab for the non-profit sector

7- Holding an annual conference for the non-profit sector and establishing an entity to coordinate efforts in enhancing coordination and integration in program implementation and achieving goal.
